The self-evaluation process consists of a comprehensive assessment of the public rights of way. The findings at the completion of this process are used to create a document that identifies any deficiencies or discriminatory actions affecting people with disabilities, and hinder their access to the programs, services, and activities.

A self-evaluation is conducted by a field inspection or survey method and should be conducted at the scoping phase of a project, if applicable. Physically visit each site to determine the level of accessibility and document and record items that create accessibility barriers and deficiencies for individuals with disabilities.

The self-evaluation should produce a documented, comprehensive inventory of the public rights of way where modifications are needed. Use the inventory to begin defining the recommended solutions to make non-compliant facilities accessible to persons with disabilities. The inventory will serve as the foundation for a comprehensive transition plan.
