When the guidance in EPG 902 was written, the intent for when to use retroreflective backplates was for high-speed rural locations (ie...<u>shall</u> use them when speed limit is 55 mph or higher)....and there is also additional guidance ("should statement") shown above for other instances that are appropriate.
