603.1 Construction Inspection Guidelines for Sec 603
This work shall consist of installing and furnishing material for water lines and appurtenances as shown on the plans or as directed by the engineer.
603.1.1 Construction Requirements
The contractor should prosecute the work so that service interruptions are minimized. The local utility authority should be allowed to inspect the work when it is in progress. The contractor is not allowed to turn off valves or hydrants without proper authorization.
603.1.2 Inspection and Acceptance
Inspection and acceptance of the completed installation, prior to backfilling, shall be the responsibility of the utility owner.
603.2 Material Inspection for Sec 603
This article establishes procedures for inspecting, sampling and reporting ductile iron pipe, seamless copper water tube and the fittings and appurtenances necessary for water line installation. Portland cement concrete and reinforcing steel shall be inspected, sampled and reported in accordance with the applicable sections of the Engineering Policy Guide.
603.2.1 Apparatus
(a) Micrometer or vernier caliper capable of measuring to 0.0001 in. and accurate to within at least 0.001 in.
(b) Rule with suitable graduations to accurately measure the material to be inspected.
(c) Balance or scale accurate to within 0.5 percent of the weight of the sample to be weighed.
603.2.2 Procedure
The contractor is required to furnish manufacturer's certifications certifying that all of the specified tests have been performed and the materials and fittings comply with the requirements of the Specifications. These certifications shall be carefully checked by the inspector and such tests and checks as are necessary to verify the certifications shall be performed in the field.
603.2.2.1 Inspection
Inspection shall consist of routine physical tests such as wall thickness, diameter of pipe, weight per linear foot, or other physical properties as shown in the applicable Specifications. Any identification or marking required shall be verified. A sufficient number of individual items shall be checked to verify the accuracy of the certifications.
603.2.2.2 Sampling
In general, no Laboratory samples are required for these materials. However, random samples of Type K copper water tube may be submitted to the Laboratory at the discretion of the district. These samples shall be a minimum of 18 in. long. The inspector shall indicate on the identification sheet that the certifications have been examined and found to be applicable to the sample and show compliance with the Specifications.
