WELCOME
RECENT POLICY CHANGES IN THE EPG
MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as practical design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

140 Encroachments and Items Permitted on MoDOT’s Right of Way

Flagger Guidelines

8/24/09: Clarification has been made to Flagger Guidelines for flagging in stationary operations.

New Right of Way Guidance

8/14/09: Additional costs to cure guidance is available; additional guidance for the use of Form 238.2.17 in EPG 236.4.6.2 and 236.7.2.21; and additional guidance for Methods of Disposal and new guidance about the Full Disclosure Clause.

Electronic Design Data Delivery

8/05/09: Formats for coordinate geometry files were specified in 237.14.1.2 Geopak Coordinate Database (a.k.a. GPK File) and an electronic design data file size limitation was specified in 237.14.1.9 Method of Delivery.

Power Cable Tables 902.11.11.2.1 and 902.11.11.2.2

8/04/09: The minimum conductor size for power cable is now #8 AWG.

TM 53 de-activated

8/3/09: TM-53, Determination of Moisture Content of Bituminous Mixtures was replaced with AASHTO T 329.

Payment Documentation Policy

7/31/09: The former EPG 109.1 Payment Documentation article has been updated and consolidated with the former EPG 109 Measurement and Payment article to become the new EPG 109 Payment Documentation Policy.

Storm Water Pollution Prevention Plan (SWPPP)

7/28/09: The SWPPP article info moved to its new location: EPG 806.8. Also, when to perform post-runoff inspections was clarified, ditch checks added and new inlet control, erosion stabilization mats and blankets and compost filter berms guidance was added.

626.4 Transverse Rumble Strips

7/22/09: A new article is available to provide guidance for transverse rumble strips.

238.2 Land Surveying

7/22/09: New guidance is available for monumenting landowner's property lines and recording the Location Survey Plan. Professional Land Surveyor Review guidance has also replaced old District Responsibility guidance. The Professional Land Surveyor Description Review Form and the Plat Review Checklist are now available.

137.9.3 Payment Estimates

7/16/09: New payment guidance for the Resident Engineer's diary has been added.

DMS Message Priorities

7/14/09: Traffic has added DMS Message Request Guidelines to item no. 9.

236.5 Property Management

6/29/09: This article has been totally rewritten. Please review this new information.

Flags and Advance Warning Rail System (AWRS)

6/17/09: The guidance for flags and Advance Warning Rail System (AWRS) has been clarified in 616.2 Work Zone Signing and Applications and 616.23 Traffic Control for Field Operations. Fig. 616 was updated to show the correct flag applications.

Seal Coats

6/16/09: Revised to reflect Standard Specification 409 revisions that require chip seals to have a dark appearance. Also Grade C aggregate quality is to be used for all shoulder applications.

Culvert End Treatment

6/15/09: The minimum size requirement for Safety Slope End Sections has been increased, allowing increased use of Flared End Sections and Beveled End Treatment.

Stay-In-Place Forms

6/15/09: Note B.32 in bridge Standard Detailing Notes was clarified to allow welding of stay-in-place forms by non-certified welders.

Guidance for ARRA Project Contract Plans

5/18/09: Guidance for ARRA Projects has been provided.
