RECENT POLICY CHANGES IN THE EPG

MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as Practical Design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Millions of hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

Transverse Rumble Strips

4/6/11: At the bottom of EPG 626.4, a new figure displays typical transverse rumble strip dimensions.

Insoluble Residue Test

4/1/11: Geotechnical has added guidance in EPG 320.1.5.3 Tests Specifically Requested for this non-routine test.

EPG 321 Geotechnical Engineering

4/1/11: EPG 321 has been re-arranged and expanded. New articles include EPG 321.2 Geotechnical Guidelines and EPG 321.3 Procedures for Estimation of Geotechnical Parameter Values and Coefficients of Variation.

Load and Resistance Factor Design (LRFD) of Bridges and Foundations

4/1/11: FHWA mandates that all bridges and foundations be designed in accordance with LRFD Bridge Design specs. EPG 321.1 Design of Earth Slopes is new guidance while EPG 751.37 Drilled Shafts and EPG 751.38 Spread Footings have been re-written to reflect the federal mandate.

EPG 128.2 Preventive Maintenance Projects (1R and 2R)

3/31/11: Core teams are cautioned to investigate the project's corridor for safety and operational concerns and document the concerns. 1R and 2R are still not required for conceptual study reports. Additional guidance in EPG 402.1.1 Plan Preparation and EPG 413 Surface Treatments and Preventive Maintenance.

Required Job Special Provisions for Contractor Surveying and Staking

3/31/11: This revision urges contractor surveying and staking to be used in projects with earthwork exceeding 50,000 cu. yds.

EPG 626 Rumble Strips

3/31/11: The rumble strip directive was clarified and emphasis was added that any variance from this guidance needs authorization from Central Office. Also, new Modified Rumble Strip guidance.

EPG 1006.2 Aggregate for Surfacing

3/31/11: Lower types of aggregate for surfacing by certification or visual inspection for small quantitites are now allowed since sampling may not be practical.

Noise Policy

3/31/11: MoDOT's noise abatement policy, EPG 127.13, has ben restructured to comply with new federal requirements.

EPG 751.22.1.4 Span and Structure Lengths

3/30/11: This revision simplifies laying out prestressed girders similar to laying out steel girders.

EPG 806.8 Storm Water Pollution Prevention Plan (SWPPP)

3/30/11: The SWPPP has been updated.

EPG 751.5.10 Reinforcing Steel Detailing

3/28/11: Expanded guidance especially for newer designers.

Flagger Training

3/25/11: Updated flagger training is available at EPG 616.20.

LOGO and TODS Signing

3/25/11: Expanded guidance in EPG 903.9.3 for installing, relocating and repair of LOGO and TODS signing.

EPG 612.4 Truck-Mounted Attenuator Training

3/24/11: The updated training includes guidance for trailer-mounted TMAs.

Digital Signatures

2/10/11: Digital signatures may be used to sign a change order or value engineering proposal. Guidance for this is now available at EPG 105.19.

Updated EPG 616 Work Zone Figures

2/3/11: Twelve of the work zone figures were updated to reflect the new work zone speed limit policy.

Updated TAs for New Work Zone Speed Limit Policy

1/31/11: Most of the TAs in EPG 616.23 Traffic Control for Field Operations have been updated to reflect the new work zone speed limit policy.

EPG 806.8 Storm Water Pollution Prevention Plan (SWPPP)

1/14/11: The SWPPP has been updated.

Herbicides

1/12/11: EPG 821.25 Products now presents the herbicides used by MoDOT in 2011.
