The agreement is triggered upon a field safety investigator finding safety/economic violations during an investigation and files an enforcement action against the motor carrier. The document is signed once the motor carrier agrees to the penalty. The initial template was drafted by Chief Counsel's Office. The template is then used when needed (filling in the specific information tied to the carrier and violations) by a Transportation Investigations Specialist in the Division of Motor Carrier Services. Motor Carrier Services Transportation Investigations Specialist fills in the template information and forwards it to the Director of Motor Carrier Services.The Assistant Motor Carrier Services Director can sign in the absence of the Director.
