The mention of contracts for school signing needed is hidden at the end of the signing under a section that looks like it just talks about the addition of a plaque. Because these signs are required to have contracts and crossing guards, I believe the information about contracts should be placed at or near the front, bolded, or in some other way stick out to grab your attention that contracts are in deed required before installation.
