The under 20,000 AADT for raised curb medians seems to contradict access management guidelines http://epg.modot.org/index.php?title=940.8_Raised_Medians

Keith L. Smith: Thanks for pointing this out. Traffic and Highway Safety Division responds that, "The criteria provided in EPG 940.8 is consistent with guidance provided in TRB’s Access Management Manual, 2nd Edition (Chapter 17.2.2). More specifically, the manual provides a desirable range (when volumes exceed 24,000 to 28,000 AADT, depending on local conditions). When traffic rises to this level, a non-traversable median is recommended for the operational and safety benefits it provides."
